I didn't say you're waiting to hit mistakes.
I said you're looking for mistakes and working to get the pitch you want.
The problem is exactly what you are saying, pull hitters refuse to recognize that they have to open the range of pitches they want to include pitches that will help them break the shift.
'... they want it to be a hanging slider they can hit 500 feet ...' is the problem.
It is an issue of approach at the plate, which should be adjusted to include looking for opportunities to break the shift.

All sports, including baseball, are about adjustments.
If a batter is not willing to adjust, he's not being stubborn; he's being dumb.
It doesn't require a rule change to make the shift illegal.

No, I don't think they have done it correctly.
And it has to be addressed across younger generations, because players are being taught bad approaches.

I doubt that your idea is a novel concept to teams.

The ticket prices were totally by design.

Back when I was a kid growing up in Pittsburgh you could get a cheap $7 general admission seat at Three Rivers Stadium and - when I got my license and a car - Cleveland Municipal Stadium. As these owners bent over the local governments to tear down these 60,000-seat ashtrays and build 40,000-seat right-sized ballparks they were able to decrease supply which also gave them the opportunity to increase costs.

I was just on Stubhub looking for Phillies tickets for the weekend of July 20-22 and almost everything starts at $30 or more. Keep in mind this team isn't drawing well right now. This is probably why. $30 for upper deck seats is lunacy. And then they wonder why a team that's finally competitive again and 10 games over .500 is playing to crowds that are 55-percent capacity.

I see plenty of tickets in the $12-$20 range.
