Elba would have been a spectacular Bond. I don't know who this actress is, but I'll watch it. Give me cool stunts, a fun plot and a good villain and Bond's gender/race are really not that important.

The roles are completely different.

Idris Elba was rumored as a Daniel Craig replacement. This woman will be an agent who works alongside (or against) Daniel Craig's James Bond. She just happens to take the 007 designation.

She is not James Bond. She is a different character completely in the same movie as Craig's Bond.

James Bond is not a code name or a pseudonym. 007 is a code name or designation.

Bond has always been weird that way. It's almost as if you shouldn't think of it as different Bond's, but the same Bond's participating in alternate timelines.

James Bond is a real name. So far, Bond is the only person we know to hold the 007 designation, but it is still only a designation given out to agents by MI6. If James Bond retires, as the supposed plot line indicates he has for the upcoming Bond movie, then the 007 designation would be transferred to another agent. That is who we will be introduced to.

The executive producer of the franchise, Barbara Broccoli, has explicitly said there will never be a female James Bond under her tenure. She would just like to create more strong female characters for Bond to share the screen with, which is apparently what's happening in the new film.
