I would say Carter as well. I remember waiting in line for gas and how scared I was when my father game home and told us he had lost his job. Look at interest rates under Carter, 20% + on a home or car loan. He killed this country economically.

However, I don't remember Reagan bitching about it and blaming Carter for the economy when he was president. Then again, Reagan had some class.

Domestically, I think LBJ was among the best presidents, one from the Deep South who turned a lot of the talk about bettering the lot of minorities into actual actions that have been the template for domestic policy to this day. In foreign policy, though, he pissed it all away in the Vietnam quagmire. Will be interesting to see which quagmire history treats worst: Vietnam, Iraq or Glen.

I'm sure some historian has put together a matrix including (economic factors + national security + foreign policy + major legislation passed) x (world events beyond their control) - Scandals).

I think W. gets knocked because when he took over we were at a time or perceived peace and prosperity and we had little of either when he left. The campaign of 2000 was a joke which was 80 percent about Social Security and whether we should pay down the national debt or cut taxes.

And Carter was even invoked by Daddy Bush's people (Ailes, Rove et al) as an all-purpose boogeyman symbolizing what would happen if the nation didn't go along with their plans in the 1990s.

Maybe not, and I also feel that Clinton at times was luckier than he was good. But he did leave office with a budget surplus and the national debt on pace to be eliminated within 10 years. What President in the last few decades has been able to claim that?

Reagan probably could have stood up there on the stage during the debates and made hand shadow puppets without saying a word and still woud have blown out Mondale. I am wondering where you get that he Carter bashed during the '84 campaign. I was only 14 and didn't really pay attention, but I can't remember this as being a significant part of the campaign.
