10 degrees is not extreme cold. Days that don't get above zero, with a constant biting wind; that's getting there. Those are days when you step outside and immediately feel pain everywhere. Your entire body is begging you to get out of this situation immediately. When you hope the car will get you where you're going because you fear you might die if it doesn't. What amraeder is talking about is like the cold version of Death Valley. A 10 degree day to me would be the cold equivalent of an 85 degree day, if that makes sense.
I do think that people have different body types and are more predisposed to tolerate one end of the spectrum more than the other.
