When did we start naming blizzards? And what happened to the winter storms starting with A, B and C?

While I think it is very gimmicky, I do think there is a lot of value in people being able to figure out where a storm is and when it might hit their particular area. Odd thing is, it was just a "winter storm" when it hit our area.

Also, when did Hurricane Sandy become Superstorm Sandy? If any hurricane deserved Superstorm it was Andrew or Katrina.
