What they need to do is to stay away from area codes with existing NFL franchises. If the idea made business sense, the NFL would probably fund it itself.

I have a friend who did PR for one of the PIFL teams and I remember the stories about teams forfeiting games because they couldn't make payroll and I think one team folded in the middle of the season and players were quitting left and right...
