Or, maybe the gun wouldn’t be stolen if the owner properly secures it.

People do need to learn to lock their damn cars, especially when there is a gun inside. But the average price of a handgun is between $300 and $1,000. There isn't already a personal financial incentive to secure an expensive item like that?

The police are good at having their weapons stolen out of them.

You would think, but I bet you could find a frightening number of guns stolen out of cars in Texas where the car was unlocked each week in police blotters. Not that Texas would ever force people to buy insurance for shootings, but gun-loving states—where presumably people understand safety (I’ll pause for everyone to stop laughing)—have idiots.

What San Jose is also doing is putting the onus on families to report someone who may be a threat and has access to their guns. San Jose isn’t Oakland or Compton, but it’s had it’s share of violence. This law was in direct response to a guy who went into a public transit building where he worked and killed a bunch of people. And you have an expansive police response and everything else. The city said it needs to take the burden off tax payers and put it on those who own the guns.

The reality is as many laws as we pass to limit access to guns, thanks to the Second Amendment, there will always be guns. This is a tool to force people to be more responsible in how they protect their guns.
