Since I am catching this thread late, a couple of points:
The NCAA does allow a student-athlete to hire a lawyer to look into professional options to make sure that a S-A is represented. This comes in handy mostly in baseball, where kids can sign out of high school.
A high school prospect can sign a naional letter of intent at a press conference. The rule is that he/she can't sign it on a college campus or with a coach or representative of the school present.
The football player at Iowa could have kept the prize had the tourney not been hosted by the university (and he would have had to pay his way into the contest). The rule is in place to stop a school from taking a player to the range and say, "hit one in the hole and we'll give you a car," which we all know would happen if it were legal. The S-A can win a prize in a contest as long as they weren't picked for the contest because they were a S-A and the contest isn't sponsored by the athletic department (I once had to petition to have to eligibility of a basketball player reinstated because he inadvertently won a prize at a volleyball contest -- she won a bag of Gummi Bears).
