It's not uncommon to do that with very large people who have trouble getting or holding their arms together. It's more common to see when handcuffing someone behind the back and they simply can't get their arms close enough. My guess in this case is the officer who did it, did so as a matter of comfort for Robbins.

As someone who has a close relative suffering from schizophrenia, I do not fault Robbins for getting caught up in drugs and alcohol abuse considering he is mentally ill. Schizophrenia and bipolar are illnesses that really mess you up, and only those who experience it or are constantly around someone who deals with it knows what I'm talking about.
