Batman, if I remember my very basic high school chemistry correctly, you're correct. Hot peppers and what not are usually an acid, and milk is a base, whereas water is normally closer to a middle of the road pH.
 
When we were in college, my buddy drank other people's dip spit for $30. He crushed it down and fired the cup off the deck. My roommate said he didn't drink the chunk of dip that was in there and said it was BS. So my buddy did it again for another $30 and said if he puked 15 minutes after, he'd give everyone all their money back plus a five for each person. He did it again, then went outside and did keg-stand pushups. Never puked, but he was shaking like a ******* from all the tobacco.
Three hours later I went upstairs to go to the bathroom and he was puking into a Big Gulp cup. It was black.
Grossest and most impressive thing I've seen.
 
I think there is a reason why they give you celery with your wings.

In college, we used to get the hottest peppers you could find. You would throw $5 into the pool and the person who could hold out the longest after eating the pepper without taking a drink of water would win the $$$. The average person couldn't last a minute. The California and Texas natives tended to be a bit better at it, enough so that we had to grant a 15-second handicap.

Doesn't water just make it worse, when you're heating hot peppers? I believe the drink of choice is milk, which could be parlayed into the second half of a triathlon of pain:
1) Hot peppers, then wait to drink the milk.
2) Drink as much milk as you can, up to one gallon (the one gallon in an hour without vomiting thing is a torture test unto itself)
3) Eat a bug or something. I dunno. If you're still conscious after the first two, we'll figure something out.

In hindsight, milk probably would have been better. I don't think water made it worse. I had one of those ice gel bags that I would just put my tongue on and for whatever reason that seemed to help. If you played, you were in pain for at least an hour and that's not counting what came later... :D

It's not that milk is a base as much as it is the fat coats your taste buds and becomes a blocking agent against the capsaicin.
Baking soda is a base.
