Not that I care about some beauty pageant, but that's pretty pathetic. (Miss USA did herself no favors by falling on her ass earlier in the competition though).

Those boos had nothing to do with the fall. Those boos had to do with the USA on her chest. Exact same things happens every time someone's competed as a USA rep in Mexico City in recent years.

I remember it being posted on here once (pre-crash) that when the Mexican team played in the US, the chant went
"That's alright, that's ok, you're gonna pick our crops someday".

One of the "fixtures" of the Miss Universe pageant seems to be that Miss USA and Miss Host Country always have to make the finals, so maybe they were just booing the corruptness of the Miss Universe system.
