I think he'll be back. If it were this easy to kill him, the Red Skull -- who's been trying to do so since the 1940's -- would have done it long ago. Maybe after the Hulk kicks the crap out of all things Illuminati-related this summer, they'll bring him back.

According to our friends at Wikipedia:

In Civil War: The Initiative, Ms. Marvel claims that Captain America is not dead but "...tucked away safe on the Raft... They're trying to save his life even as we speak."

That has already been discredited as a lie Ms. Marvel told to try to get Spider-Woman to come around to her side.

He's dead. Maybe they'll bring up some ridiculous way for him to return from the grave, but at this moment Steve Rogers is dead.

There are certain characters whose deaths were so recognized, so historic, so . . . gee, that happened a long time ago, so let's just let it lie. Mar-Vell is one of them.

Of course, so was Bucky. And Jason Todd.

And Colossus' brother Mikhail, for that matter.

Ugh. God forbid they just create new, compelling characters.
