If I'm shopping at JC Penny, Belk, Kohl's, etc., it's usually for clothes.
At that price point of clothing, I don't really want my first-time purchase to be online. I want to try them on.
Pants and fitted dress shirts are easy. They have numbers that should be universal.
The difference is manufacturers' S/M/L/XL.
Some shirts, I wear a M; some I wear a L.
I don't want the hassle of ordering one size, it not fitting, shipping it back, and getting a different size.
Once I zero in on a brand and size, ordering online is easy, but the first time, I want to try it on and look in a mirror.
For example, my running shoes are ALWAYS New Balance 990 series size 9.5. I've gone through dozens of pairs in my life, and the next pair I get, I can just order. The first time I bought them, I tried them on in the store.
That having been said, I prefer Belk to JC Penny.
