You've met the ME or SE at a paper and think you have a good idea for a feature they might be interested in... is there any best practice for pitching the story other than sending the idea via email?

If you want to discuss it in person, it's basically the same thing you would do an e-mail. Discuss what makes the story unique, any relevancy to your coverage area and why it would be of interest to readers.

The last one will help you the most, especially if it doesn't involve a "big name" in your area.
 
The most important thing in pitching to a company that already has full-time or contracted writers is to explain why you and you alone are most qualified to write this story.
 
Speak passionately about the story. If it's that good, it shouldn't be hard, but if you really believe in the story, make sure it shows. This NEEDS to be written.
