When I first became aware of him, I figured he was the most conservative Senator in DC. By the time he retired, I don't think he softened at all, but he would qualify as being in the middle of the GOP Senate caucus, because those after him realized you could stretch the caucus further right as the likes of Mike Lee, Rand Paul and Tom Cotton have shown. Hatch actually worked with the Dems, didn't usually agree, but he did the work a Senator must do. Actually was the person who told Clinton he should nominate Ginsburg if he wanted a no-hassle confirmation process. Clinton hadn't considered her up to then.
