About three weeks ago, I emailed an agent with some book ideas and he responded fairly quickly - same afternoon - and said he'd look them over and get back with me.

Should I email him back to check in? Assume that he wasn't interested and move onto another agency? Wait patiently?

Not sure what the proper course of action is.

E-mail him back and ask that if he has any interest he should contact you - but if he was hot on the idea, he probably already would have contacted you.

I'll ditto IE, except to add that it's holiday time, so the always slow publishing business runs even s l o w e r. The holiday, though, provides plausible cover for you to email him and say "Hey, before we're all swept away in a tsunami of eggnog and peppermint, I thought I'd check in...."
