Reading through the legalese, it sounds like it gives the government the power to nationalize industries in case of "emergency". Now, whose definition of "emergency", of course, is subject to interpretation.

It's not the first time the government has nationalized industries in wartime. The railroads were nationalized in WWI, and there was food and other material rationing during WWII.

Even those on the right are telling the tinfoil-hat brigade to calm down over this. Every president has an executive order on the books just like this. Obama, as other presidents have done, merely updated it to be consistent with how the government is organized these days.
