Brussels is almost the perfect target for this kind of atrocity. It has symbolic value as the functional capital of the EU. But the EU has no cops. Brussels is also a big city in a small country with a correspondingly small security service and a very weak central government as a result of its own internal political divide between French and Flemish speakers.
