What does it mean? Saw the expression for the second time in three days in the LA Times morning briefing and I don't understand it. Please explain.

It describes a guy who talks the talk but can't walk the walk. It can also be used in reference to a guy who flashes a lot of money around during the day but lives in a trailer and eats Ramen at night.
