This is the most absurd **** I've ever seen in my life.

Maximum punishment under the law (and maybe not allowed by the law) is necessary.

They come from families where the parents just don't give a ****.

It's like a guy I went to high school with said:

"You need a license to drive a car. You need a license to hunt. You need to take safety courses in order to own a gun. You have to be 18 to vote. Anyone can be a parent."
