According to Pearlman's book on the Cowboys he was. To say he doesn't come out well in that book - as the DMN article notes - is an understatement.

Haley's autobiography (yea, I read it) has two of the greatest chapter titles of all time: "Why Steve Young can't hold Joe Montana's jockstrap" and "Why George Seifert can't hold Bill Walsh's clipboard."
 
Pearlman's book mentions a 1991 incident in which Haley took a swing at George Seifert after the 49ers lost 12-6 to the Raiders. Haley was so out of control that the 49ers sent someone to the Raiders locker room to get Ronnie Lott to help calm him down.
 
My buddy who played with Haley at JMU said he was unusual but nothing like the wild man who emerged in the NFL.
