There was no way I was going to read all 280 pages of the postal decision. With that in mind, my thoughts, for what they are or aren't worth.
At my last paper, tiny thing that it was, all our subs went out via the USPS. The most complaints we received were because of papers not arriving. Some distribution centers were good, some (California was the worst) were horrible. My first though in reading about this is, "What will they do to ensure better delivery of the paper if they're going to jack the rates?"
Probably not a darn thing.
For the small papers, they will have no choice but to pass the rate increase on to subscribers. And with the availability of so much on the internet, the community paper may become a thing of the past.
I'm guessing there's a lot of small (think weeklies) papers who don't even know about this.
