University police were conducting a wellness check on a student and took him to the police department, where he shot an officer in the head. He's now on the loose.

Shooter was 19. Have to be 21 to conceal carry.

So, he was breaking the law if he was concealed carrying, not benefitting from it.

Also, why would we trust the early reporting? I'd put the odds at 50/50 that he grabbed a cop's gun, as opposed to pulling his own.
