The Average Quarter Hour Shares of FM stations boomed in the second half of the 1970s because people didn't need expensive home stereo equipment to pick it up. Why listen to static in mono during the gas crisis when you can rock out to stereo?

Fully digital AM is a thing and apparently it sounds really good, unlike the previous attempts (IBOC). Problem is, you have to turn off the analog transmitter and so few people have HD radios. A smaller station could probably pull it off if they have an FM translator.
