My guess, and I'm guessing I'm not the only one thinking it: Locke wants NO PART of leaving that island. I think he'll sabotage anything and anyone who he believes offers a real chance at returning to civilization.
This is a guy, after all, who was paralyzed until 815 crashed. He's got a pretty good reason to want to stay. And he's now straight-up murdered two people toward that goal.
