Yeah, I remember being blown away by that when Episode I came out. I thought, "Wow, that guy does a great job as the Emperor, he even looks like him!" It wasn't until I was looking up some IMDB details that I noticed the name and realized it was the same actor, 30 years later, playing a younger version of the Emperor.

I always thought a lot of those early scenes in the Fugitive were far more mountainous than Illinois. That was a real (staged) train wreck too.

He was. IMDB says Lucas envisioned him having a deep, ominous voice - deeper than Vader's. McDiarmid gave the character that guttural croak, which turned out to be an incredible complement to James Earl Jones' Vader voice.
