I'd say its "odd" that you have such a centralized OD event, even in an area known for drug sales, a lot of those sales tend to be "drive-bys." Having so many people OD in an area where they apparently live would suggest that this may have been a targeted situation, rather than a bad batch, like you might see at a Rave.
