Not when you read the story about the clip, which contained this ...

The Los Angeles Times reported Friday that a Superior Court commissioner viewed the video nearly two months ago, heard the officers' testimony, and concluded that their conduct was "more than reasonable" because Cardenas was resisting.
 
So why now are they investigating it?
For once, I'd like to see these police departments just say the person was resisting, put a lot of other people in danger and got what they deserved.

It's being reviewed because the officers got caught on tape.
