If Lincoln had been assassinated 2 weeks earlier, they might well have been.

Or if he hadn't been assassinated at all. It's hard to imagine Lincoln, had he been around to see the uprising of the KKK and the Confederate domestic terrorists, just sitting back and letting them run amuck as Andrew Johnson did. Quite quickly I suspect Lincoln would have said, "what the hell did we fight the war for," and sent Grant or Sherman back down with orders to clean out the trash.

And that’s mainly determined by: businesses, MONEY, and maybe the Mafia. Sometimes actual military interests, but not always.
