Japanese workers are being set home early to spend time with their family and re-multiply. I have a little knowledge in this since it was my thesis topic, though Japan isn't seen as many problems as countries in Europe, who have negative population growth.
I just can't imagine a country asking people to have more kids in these economic times. I have friends who are having enough trouble getting by with one child, let alone 2 or more.
