The 11 billion seems arbitrary to the 40 years.

Unless you read another story. The plan to freeze the area is intriguing. Should be good photos of that one day.

Anything TEPCO says -- even whether the sun rose today -- should be taken with a Mount Fuji-sized grain of salt. It continues to rake in profits by doing as little as possible with Fukushima, biding its time until it gets nationalized and freed from the responsibility of actually paying for the pain and suffering stemming from its chronic mismanagement.
