Ethics in Bill O'Brien Departure Article

Wondering what people thought of the reporter from the Patriot-News taking his off-the-record comments with Bill O'Brien and using them in his story when it became clear O'Brien was leaving Penn State. Should those comments have stayed off the record, or was it fair game?
