Well, the teams LSU lost to this year were a combined 35-3. A little better than an SEC also-ran (speaking as a fan of an SEC also-ran).
Burrow's LSU team played some great opponents in 2019, too, but they beat them all. I don't think you should ever judge quarterback solely or even mostly by their team's record, but that deserves some consideration. Burrow also threw for 20 more touchdowns and nearly 2,000 more yards. Of course, Daniels did a hell of a lot more as a runner.
I thought both were a lot of fun to watch, but I don't think Daniels was as good this year as 2019 Burrow. He certainly wasn't better.
