Surprise, surprise as waste leads to lack of new adequate housing in Navajo Nation. Federal government allocated $1 billion for housing, with much of the money going to repair dilapidated homes instead of new construction.

Interesting passage in there regarding how difficult it can be to secure the necessary authorizations, given that so many can (and must) weigh in. Many 'round here have likely heard of the "tragedy of the commons" ... this is the flip side of that, known as the "tragedy of the anti-commons."
