At worst, parts of the country just have to rethink standard work and school times.
The daylight itself doesn't change, only your obedience to the hands on a clock.
Schoolkids waiting for a bus in the dark a problem in Montana? Then school runs from 10 a.m.-4:30 p.m. in that state. Work is from 10 a.m.-6 p.m. Your circadian rhythm doesn't have to change. You can still get up "just before sunrise." The hands on the clock will just show a later time than your mind has grown accustomed to.
That's just a minor example of what happens in China, which has only ONE time zone despite being even longer east to west than the U.S. Schools and businesses in the western part of the country simply open later and close later, to match the sun.

It wouldn't bother me in the slightest, to be honest, but I get the complaint.
I don't really care whether we stay on standard time or move to DST permanently. It's the changing twice a year that is hard for me and I'm perfectly capable of seasonally adjusting my days based on the available light.
I do think we should very seriously look at a major reordering of the time zone boundaries. There are a number of proposals out there that would solve your 9:30 a.m. sunrise problem without forcing me to change my clocks twice a year.

But you have sunlight until 5 or 5:30 instead of 4 or 4:30. It's already dark in the morning when Montanan schoolkids get up in the winter. What does another hour matter?
Lived on the far western edge of the Central Time Zone for 10 years. In the winter it was dark by 4. That sucked. But in the summer it was light until 10:30. That was great.
My kid never has never had to say the pledge at her public schools over the years.

When I worked in Lake Havasu City, the thing I found most annoying about staying in the same time zone all year was in winter, when the Suns, Arizona or ASU played one of the coast teams and it was always youch and go if we'd get the game in.
I also remember one Monday night when I looked at the TV a half hour before deadline and the third quarter was just ending. Thank Tebow for AP and a story on the lack of luge facilities in Ethiopia or whatever I used as a plugger.

In a tale as old as the republic, Americans already tried permanent DST, hated it, then promptly forgot they ever did it.
I lived in Arizona for four years and that's what really made me team standard time. It still got dark late enough in the summer that I hardly noticed. One thing, and it only mattered when we had a really young kid who thought the sun being up meant it was time to be up, but we actually squashed it pretty easily, is it did get light at 4:30 a.m. in the summer.
But really this goes both ways, we can adjust to the later sunrises in the winter too (although I think people would hate this way more than is being mentioned here). I just think we'd all like to not change the clocks.
