This is another example of an interesting phenomenon that was brought up in Freakonomics. The more people are around a person who needs help, the less likely it is that any one of them will actually help. That's why a stranded motorist on a busy freeway is more likely to remain stranded while people cruise on by than if he is on a desolate highway and someone comes upon him.
