Sure looks like it. In 2011, Daniel Gallagher said he had been brutally raped by two teachers and a priest in 1998 and 1999. Two of the men are in prison, and one died there. The monsignor in charge of the diocese was sentenced to prison, freed on a reversal, then un-freed on another reversal.
Newsweek got a copy of a recent psychologist's report from a court-ordered examination. The psychologist concludes that the story of the assaults is almost certainly a lie, as is nearly everything else in Gallagher's life. The MMPI-2 test came back blaring signs of mental illness in all criteria.

A Daily News columnist calls the case one of "prosecutorial lust." There's clear evidence that the DA lied in court when it took an explanation from Gallagher's mom to the grand jury -- that Gallagher went off the rails after his grandma died -- and rewrote the grand jury report to move the timeline to him going off the rails because of the abuse.
DA continues to stonewall.
Special bonus note!
The Billy Doe rape story was so sensational it attracted the attention of crusading Rolling Stone writer Sabrina Rubin Erdely. She described Billy Doe in a 2011 story, “The Catholic Church’s Secret Sex-Crime Files,” as a “sweet, gentle kid with boyish good looks” who had been callously “passed around” from predator to predator. According to the charges recounted by Erdely, two priests and a Catholic schoolteacher “raped and sodomized the 10-year-old, sometimes making him perform stripteases or getting him drunk on sacramental wine after Mass.”
