So great. I remember Hendrix’ All Along the Watchtower; In Your Wildest Dreams by Reverend Horton Heat; and Busload of Faith by Lou Reed. The Reverend himself appears in the episode.

Could that have been "I'll Stand by You"? Appropriate, of course, because juxtaposed with the biker's act is the higher-up who enlists Pembleton to do some painting outside the lines ... but then denies it when things go sideways.
