Ok, first I looked in the official NCAA handbook then I searched online and then I search on this board so please don't kill me.

I'm putting together my box score for a game I went to today. Just wondering....

Kick goes out of bounds, receiving team gets ball at the 35-yard line.

How does this impact the kicking team's total penalty yards for a game. I have them with 6 penalties for 36 yards excluding the kick. Does it count as a penalty and if so, how many yards?

It's a 15-yard penalty.

The receiving team has the option of taking the ball where it went out of bounds, declining the penalty, or they can take it at the 20, with a 15-yard penalty, putting it at the 35 - at least in high school.

No, the coach called a hook and ladder and three sports writers yelled at him from the press box. :)

No, the coach called a hook and ladder and three sports writers yelled at him from the press box. :)

NFHS:
When a kickoff goes out of bounds and is kicked again, charge Team A with a penalty of 5 yards from the previous spot. When a kickoff goes out of bounds and is taken at the awarded spot, do not charge Team A with a penalty, as this is an awarded spot by rule.

To address the original question, I believe kicking the ball out of bounds is an illegal procedure penalty -- 5 yards. The receiving team has the option of accepting the penalty and making the kicking team re-kick, or if they decline, they can have the ball at the 35. So if they start from the 35 there is no penalty because it was declined.

Of course, I could be wrong, and it could be different from state-to-state.
 
It's a 15-yard penalty and the loss of d_b privileges for a week. And a loss of down, plus the offending team is no longer allowed to use the hook and ladder, unless they throw it out of bounds, in which case the defense gets the ball at the 35 and the hook gets charged with a five-yard penalty and the ladder gets ejected for illegal language procedure.

But it's a 5-yarder according to the NFHS.

Don't know why, but I was always told to give the kicking team a penalty but no penalty yardage.

Guess I was told wrong ...
