circulation-boosting idea

I apologize in advance, but I do recall a while back stumbling upon something here about boosting circulation via mass mailings (and jazzing up the newspaper for those mass-mailing days). It was an oft-discussed idea, but for the life of me I can't find the thread. If anyone can point me in the right direction, it'd be much appreciated.
