    Ellen's pretty kind there, IYAM. The closer answer is that W never had particularly fast-held views of his own on most things, and thus is fully benign, absent a full complement of neo-con strategoids telling him how and what to think. He's a great guy who made a pawn as president. He evokes pity.

    This is a man who openly stumped for privatizing social security and tying it to the same stock market that would later tank at the end of his presidency. It'd kind of take your breath away, if you didn't simultaneously know he was merely doing what he was told.
