Why did the feds not interview Clemens?

Trainer Brian McNamee told the feds that he personally injected Roger Clemens with steroids. Why did the feds not either interview Clemens or bring him before a grand jury? It's certainly possible that Clemens used steroids and that they have more evidence of his use in addition to the testimony of his trainer. I doesn't make a lot of sense that feds didn't attempt to go after Clemens like they did Bonds. The feds have the testimony of the trainer of Clemens and they don't have the testimony of the trainer for Bonds. Hmmm.

Because Clemens wasn't purported to be a tax cheat? Or linked to BALCO in any way? Or subpoened to testify before a grand jury about BALCO?
