Who's anonymously sending state governors laptops? And why?

    No, really. That's the proper opening question, and it's weird. And sorta creepy.

    HP laptops were ordered for officials in 10 states, according to IT World.

    Among the surprised recipients: West Virginia Gov. Joe Manchin, whose staff didn't even turn them on for security reasons. Probably a good idea.
