    The government spends money on weapons it never intends to use for the same reason congressional districts get "water projects" they don't really need.

    Because it gets votes.

    Oh, sorry. The cynical side in me is coming out...let's see if I can recover...

    They spend the money on weapons because they get hard-ons over seeing explosions.
