Traffic safety holy grail: Zero deaths

    I didn't say people respond "rationally" to incentives, the way you just did. I said that people respond to incentives.

    Introducing notions of "rational behavior" gets away from trying to objectively look at a change in incentive (for example, requiring a seat belt) and trying to simply evaluate what the net effect is.

    An economist may assume a can opener, but if he does, he's not doing what I am suggesting. That is usually where people spill over from economics into sociology or political science or law.

    What I am suggesting is not trying to qualify behavior as rational or irrational (although I feel comfortable having that discussion; it just veers away from where we were). I am suggesting just looking at different factors. And trying to measure the effect of introducing those factors.
