    So, let me get this straight. A fair number of drone strikes happen in remote areas, where there is little to no government presence. And unless villagers there manage to kick up enough stink over civilian casualties, anyone killed in a strike is automatically labeled either a target or an "enemy killed in action?"

    So, it's like the "everybody wins prizes" school of drone management? Gold medals and silver medals and hugs all around.
