One more update, announced today, and then I'm done:

We actually did fill this position, at least temporarily, and with an almost full-time person. One of our Web guys had some page design experience and will fill this spot for 30-35 hours a week. Now I'm assuming it's his old spot that we can't hire someone for until '09.

If I was a Web guy and somebody tried to do this to me, my reply would start with "How much are you going to pad my paycheck for this?"

Within a month's time, a job is posted nationally, it's announced that it won't be filled, it is kind of filled by shifting Web resources and it might be filled for real in 2009. Doesn't speak much for stability here nor for any sense of even short-term leadership on a corporate level.
