    Probably not, since they haven't been able to wear anything over No. 19 since the NFL changed the rules in 1973. I think Brian Mitchell (No. 30) did get a few snaps at QB during the "Body Bag" game though, if that counts. And you have all of the wildcat guys like Ronnie Brown (No. 23) taking snaps there now.
    If you look at the college game, Heath Shuler wore No. 21 when he was at Tennessee. And Flutie wore No. 22.

    And he's not exactly a hall of famer, but Jamarcus Russell wears No. 2 (and he also wore No. 6 for a couple of seasons in college).

    The one year he played at Auburn (1998) before turning to baseball full-time, Gabe Gross wore No. 22 as a tribute to Flutie.

    Marlin Briscoe wore No. 86 and Ed Rutkowski wore No. 40 as emergency QBs for the Bills back in the day.
