Question on legal sports gaming

Went to the Google trying to find this and found some conflicting information. I'm hopeful my brothers and sisters on SportsJournalists.com can help me out.

Didn't Congress pass a law a few years ago basically making sportsbook gaming illegal anywhere except Nevada? If that's wrong, please let me know. This isn't about online wagering, this is about on-site sportsbooks. Thanks.

It's also legal in Delaware and New Jersey, if those states so wanted to act on it. They just have chosen not to, for some mystifying reason.

It would be if the state legislated it. They haven't. Those are the only three states, by federal law, that are able to host sports betting Only Nevada has actually legalized it. Delaware considered it a few years ago, but even the bill's sponsor wasn't too keen on it and it didn't go very far.
