It certainly refutes the B.S. that it was just as bad as Burfict.

Except he did lower his helmet as he was about to make contact and his first contact was helmet-to-helmet. Burfict raised his arms to make contact, too.

Jones lowered his shoulder and Allen was coming towards him with his head lowered. Nothing close to Burfict and the league agreed. Oh, I forgot, the league does everything it can to help the Pats.

You are free to draw that last conclusion if you like. I'm not a big fan of conspiracy theories, though I may make the occasional snide remark about a certain team's ongoing good fortune in such matters.

On a more serious note, the league can't find any consistency at all on these matters. Jones lowered his head as he was about to make contact. That is clear from both angles we've seen. The claim that he tried to use his shoulder makes it no different from Burfict, who also put his arm out as he initiated contact.

All we know about what the league decided is that they weren't going to allow Burfict to get away with anything after all that he is done, which is absolutely the right call. Letting Jones get off with no further discipline, however, was a mistake. What motivated that mistake is something you are free to decide for yourself.

Burfict was leaving his feet while leading with his head and Doyle was pretty much stationary, in contrast to Allen.

Yes, there are differences in the hit, but Allen was vulnerable, too. He was already being tackled by another defender.
